My apple watch "special challenges” feature in not sending me alerts. As you can see in the picture it’s on.
I have powered down the phone a few times within in the month, when I noticed. I didn’t get one for today for “International National Women’s day.” That’s when I realized it still wasn’t working.
These notifications only appear once, so check your Notifications Center (swipe from top to bottom at watch face), and see if you missed anything like that.

These awards do not always show up, they only show up on special occasions, such as Earth Day, which has a dedicated award.
