Erase iPhone from Setttings same as Restore from itunes?

Does 'Restore iPhone' from iTunes on the Mac do the same thing (wipe) as Tap Settings > General > Reset, Then tap Erase All Content and Settings on the phone? I have my recent backup and want to do a total wipe instead of just updating the iOS because the phone has been acting flaky lately. Every so often a screen pops up saying' unable to complete download' and it has been very slow. Siri pauses a long time when dialing from my contact list, etc.

I will restore from my iTunes backup either way I just want to do this in the correct order so I don't have to do anything twice.

When you choose Erase All Content and Settings, it only removes your personal data from the device. When you restore to factory settings using a computer, it removes all data and reinstalls the iOS software with a fresh copy.
