iphone 11 message: Iphone is disabled, try again in a minute

I was listening to a book and it stopped. I took the phone out of my pocket and saw the above message. I then turned the phone off and on again and the message was still there. A minute later, the phone was on again.

I know my code. It was not disabled because I was attempting to turn it on. What is going on? Is someone else trying to steal my iphone info? Getting paranoid.
