How to unblock cookies?

I'm using a macOS Big Sur and although I have go to Safari->Preferences-> not choosing "Block all cookies" but browser cookies are still disabled.

MacBook Pro 13″, macOS 11.0

Some sites may require the user to disable "Prevent cross site tracking.

Safari > Preferences > Privacy > Website tracking
