Cant activate brand new phone

I have brand new iPhone 11. I get the following error message when trying to activate the iphone:

"Unable to Activate. An Update is required to activate your iPhone". I have stable Wifi connection and my SIM card is okay.

I've done everything known to man to try to activate the iphone and with no success at all:

1) I tried activating by my older iPhone

2) I tried activating by lightning cable from Mac with Finder

3) I've tried restoring the iphone using recovery mode.

4) I've tried restoring the iphone using DFU mode

It's still showing my "Activate" screen and I can't go to next steps. What can I do with this? Is there anything I can do? Or should I contact seller?

Contact the Seller:

If you are unable to activate it, then contact the seller. It seems like no more than a scam, though a full assumption on my part. Take this as a learning experience, knowing to always be able to use the device, prior to handing over the money.
