my phone wouldn’t turn on about 2 weeks ago . Before I went to get it fixed I left it connect to the charger however it wouldn’t turn on. It was frozen. I went to get it fix and everything got erased . How can I recover my photos . Not all photos where back up on iCloud .

If they aren't in iCloud and you don't have them on your computer then they are gone, sorry.
