why doesn't my PC show a plus button to add music to my library?

when i try to add music to my library, there's no plus button to do so.

iMac 27″ 5K, macOS 10.15

Do you have a subscription to the Apple Music service? If you're trying to add locally stored music that is File > Add to Library.
