It may be possible. Screen Time works with Family Sharing as described in this article Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support Family Sharing let you also have a "guardian/parent" do certain actions such as approve purchases. Likewise the article also says "To use Screen Time with Family Sharing, you need to be the family organizer or parent/guardian in your family group," so that would suggest to me that perhaps similar supervisory features from Screen Time may be available to a second person. I am just interpreting what Apple says in its support documents.

Other than what's built in to the iOS, perhaps there is an app available in App Store for this? So, look in the App Store, seeing if anything pops up.
