Privacy/Tracking monger update???

I heard Apple was releasing an update, (presumably 14.4.1) which would allow users to simply flip a switch to block trackers and other unscrupulous privacy mongers. Anyone else know about this?

Does this update include COVID-19 tracking? If COVID-19 tracking is undesirable, and future updates will automatically update the tracking app. Did the update 13.5.1 include the original tracking app?
