Two Download Folders

I use iCloud Drive.

There is Two Download Folders. , One Local And one in the iCloud Drive.

Have you tried dragging the documents from the local folder into the iCloud folder?

Don't fully understand ...

here is my local folders - No Document folder here. ( Only in iCloud )

Then all your documents are in iCloud.
