Has iTunes for Windows changed? Can't sync Outlook 2019 to iPhone X

A couple of weeks ago I managed to solve a sync problem as per this post.

Now my iPhone has lost the Calendar entries I see in Outlook 2019 for Windows. Unlike the situation in the above post, I am pointing to the desired data file. When I go to Info, I no longer get a choice to Sync With e.g. with Outlook.

(I named my phone Android as a joke.)

iTunes diagnostics has a couple of strange entries - why no USB port found, given that the phone is connected with a USB cable?

If I try to run iTunes as administrator, the Restrictions dialog box opens. When I click OK (no restrictions), it closes, but so does iTunes.

[SOLVED]

I seem to be solving my own questions. Perhaps this might help someone.

The issue is Outlook 2019 is not compatible with iCloud. The solution was to go to the iPhone > Settings > (my name) > iCloud > uncheck Contacts and Calendars. Now my iTunes for Windows shows the missing options to Sync Contacts and Sync Calendars. I now have my appointments on the phone.
