iPad Pro ver. 14.4. Panning and Touch-screen Issue

I'm using a sailing navigation app installed on an iPad (ver. 14.4 iOS). Essentially the navigation program presents a beginning and ending point of a voyage. The user can then add "waypoints" along that line. Each and every time either the beginning point or ending point or waypoints are panned into and then moved on the touchscreen with one's finger, the screen zooms out to the very smallest scale requiring the user to manually have to pan back in to continue the work.

Is this an issue in the iPad touchscreen or something else?

Thank you.

If you iPad is behaving as expected with with other Apps, this would suggest that the observed behaviour relates to the App iteslf. In such circumstances you would be best advised to seek assistance from the App Developer.
