I have a problem verifying my ID - can't do it without a credit card. It won't accept my ATM Visa. I don't have a credit card! I've NEVER encountered this! Chatted with help and was told that if I don't have a credit card, I can't have AppleTV. WHAT? I can't believe that!

That is not true for most countries. Apple Support staff would know better, and I wonder if they phrased it exactly like that. However, a credit card is probably one of the most convenient ways to subscribe to services, and your debit card may not be sufficient for subscribing.
Subscriptions need a payment method that can be charged periodically and automatically.
If none of your other payment methods are accepted, then consider using Apple ID account balance (store credit) for payments.
To start a subscription that way, initially add the amount of one billing cycle to your balance. And top up if needed when you want to continue the service after the trial.

Thank you so much. My ATM Visa is automatically billed by Apple with no problem. The problem I'm having is the step of verification of ID when I'm trying to set up my Apple TV account to actually WATCH it. I'm thunderstruck that I can pay for the account, but to actually watch, I have to have a credit card just for ID verification. It's frustrating.
I'll try chat again. The person I chatted with before said that for verification, you must have a credit card. Aggravating!
If I can't get help with another chat person, I'll look into having an Apple account balance as you suggest. It's EXTREMELY frustrating - if you Google this problem, you see lots of people complaining. Does Apple care? Apparently not.
