Child apple ID pasword reset from parents account

Is it possible to reset child apple ID password from parents account? Child is 11 years old and forgot his password. Damaged old iPhone. Now we have new Iphone but we don't have access to @icloud.com mailbox to restore the account because it is blocked. Due to the reason that few times password was entered incorrectly.
