I cannot remember my child's password, she has changed numbers. why isn't my details able to reset it

My daughters phone froze on the apple screen. I reset the phone but she must have changed the password for her apple ID. The phone number she set up with is no longer in use and her email is her iCloud which is the same password so we cannot access it. How will i get back into this account. Please help
