iPhone says it can't backup, but there's more than enough space on iCloud for next backup

My iPhone says it can't be backed up because there's not enough iCloud storage available:

But it also says the next backup size is only 1.22GB:

And I have 500GB of available iCloud storage:

Is there a problem with iCloud right now? I haven't added any huge amount of data in the two weeks since the last backup. What should I do?
