The metal skin is an integral part of the Mac cooling system. Blocking cooling can case slowdowns, hard shutdowns, and potentially permanent hardware damage.
Put differently, I’d avoid using a skin or a case on a running Mac—do you want an expensive and inert bit of modern metal sculpture in a skin, or do you want a functional and usable and stable computer?
What you’re describing here can be a hardware problem. Or a network problem. Or a fried-hardware problem. What the issue might be with loading hardware diagnostics is unclear. Loading macOS from separate storage—the previously-mentioned installer—can reduce the network usage, and can test basic function.
