This is a "retiming" job, from 29.97 to 25fps, so I am wondering what Behavior to use in Motion.
I tried Compressor, it softened the picture slightly.
I tried After Effects (and old version) and it didn't complete the job due to a memory error which I didn't resolve.
Next up is Motion. Can it do a good retiming job, with frame blend or some other appropriate settings?
Did you try doing that in FCP?
You could start by creating a 25fps timeline, and dragging the clip. It should automatically conform.
I'd try that and then if necessary test frame blending.

So does FCP, in fact they share the same code, AFAIK, so I'd expect them to produce virtually the same results.
Since this is more of a video editing job than a motion graphics job, if it were me I'd go with FCP, but you can of course try it in Motion.
