Apple ID has not yet been used in the iTunes Store

I'm trying to download an app for the first time on my iPad. I get an error message saying This Apple ID ha not yet been used in the iTunes Store. Tap Review to sign in, then review your account information. When I click on Review I get a pop up saying Sign In Required. Enter your Apple ID and password to create an iTunes Store account from your existing Apple ID. I do not have an option of entering my Apple ID it only allows a box to enter my Password. I enter my password and it brings up the box again that This Apple ID has not yet been used in the iTunes store. Please help.

We understand you're receiving an alert that your Apple ID has not yet been used in the iTunes Store when trying to download an app on your iPad, and we'd like to share a resource that can help.

Specifically, take a look at the section below:

"If you see a message that you need to sign in to iTunes

If you created a new Apple ID on the web and see a message that you need to sign in to iTunes, follow the steps below for your device:

On an iPhone, iPad, or iPod touch: Open Settings, then tap "Sign into device" and sign in with your Apple ID.
On a Mac: Choose Apple menu  > System Preferences, then select Apple ID and sign in with your Apple ID.
On an Apple TV: Sign in to the App Store, iTunes Store, or Apple Music with your Apple ID.
On a PC: Sign in to iTunes with your Apple ID.
On an Android device: Sign in to Apple Music on Android with your Apple ID."
