Apple ID has not yet been used in the iTunes Store

I'm trying to download an app for the first time on my iPad. I get an error message saying This Apple ID ha not yet been used in the iTunes Store. Tap Review to sign in, then review your account information. When I click on Review I get a pop up saying Sign In Required. Enter your Apple ID and password to create an iTunes Store account from your existing Apple ID. I do not have an option of entering my Apple ID it only allows a box to enter my Password. I enter my password and it brings up the box again that This Apple ID has not yet been used in the iTunes store. Please help.

Specifically, take a look at the section below:

"If you see a message that you need to sign in to iTunes

If you created a new Apple ID on the web and see a message that you need to sign in to iTunes, follow the steps below for your device:

  • On an iPhone, iPad, or iPod touch: Open Settings, then tap "Sign into device" and sign in with your Apple ID.
  • On a Mac: Choose Apple menu  > System Preferences, then select Apple ID and sign in with your Apple ID.
  • On an Apple TV: Sign in to the App Store, iTunes Store, or Apple Music with your Apple ID.
  • On a PC: Sign in to iTunes with your Apple ID.
  • On an Android device: Sign in to Apple Music on Android with your Apple ID."
