Music and Finder on Catalina and Big Sur are much less suited to manual management of devices when compared to iTunes. In particular there is no mechanism to explore, manipulate, or play the playlists stored on the device. New playlists can copied whole from the library. Switch to syncing with selected playlists which you prepare and update in Music first when you want to make changes to what goes on the device.
