Looking on the side, it shows an exponent "2", which below reads: You might be asked to verify your account with the payment method provider. So, contact PayPal, seeing verifying that all is OK to proceed with.

Contact Apple Support:

To dispute that PayPal not going though, contact Apple Support via phone. Consider performing some screensharing, as it is a simple way prove something.
