iphone screen goes dim and bright inconsistently

My iphone screen is not bright enough even after turning it all the way to max. It will also go really really bright in certain apps like notes, but will darken back down if I start typing some thing.

Go to Settings > Accessibility > Display and Text Size, scroll down and turn off auto brightness
