How can I disable Apple notifications?

I have a new MacBook Pro M1 and was hoping it would be a major upgrade from my 2012 macbook pro, but I receive an Apple notification everyday telling me to try this or that (e.g. Safari).

I can only try now or receive the notification later.

How can I report spam, monopolistic practices, and/or disable notifications?

Safari 16.2 Notifications from websites have stopped. Notifications from websites, that prior to updating to Safari 16.2 were being received. The notifications have stopped since the update, MacOs = 12.6.2 (Mac Pro, Late 2013). Validated that the Notifications in the Safari app are all still set to "Allow". Anyone else seeing this? Any ideas for resolutions? Thanks.

Notification: "update Apple ID settings" Recently a red circle appeared on my "system settings" icon, like if there is a software update, but it says "update Apple ID settings". I don't use an Apple ID, is there anyway I can dismiss this notification or do I just live with the red circle now?

I keep getting this notification over and over again Background Items Added "open" is an item that can run in the background. You can manage this in Login Items Settings. I went into settings and turned off whatever "open" is but keep getting this notification repeatably. I would like to turn it off in notifications if I could figure out what app it is. Clicking on the "i" shows it located Macintosh HD > usr > bin >
