Boot camp windows will only re-start not shut down

So I recently boot camped my iMac (2017/Catalina) and installed Windows10, I have this goofy problem.

When I start up in Windows, I can’t shut it down without doing a force shut down by holding the power button.

selecting shut down in windows it will only restart, and it restarts in windows regardless of having option pressed during the restart.

if I force shut down I can start in Mac OS, but that’s the only way. Can’t be good for the machine?

Still working on it, had to re-do the partition completely because windows wouldn't load at all. On re-installation couldn't get past the 'choose language' as it was telling me choose a different UI language......but it was only giving me one language to choose from which it wouldn't accept.

Oh how I hate windows lol
