It potentially means that the credit card you are using cannot be validated so Apple will not allow it to be used for Apple App Store or iTunes Store purchases.

See if any of the following can help:

Payment methods you can use with your Apple ID - Apple Support
If your payment method is declined in the App Store or iTunes Store - Apple Support
