Unwanted 7:30am sales texts

Under my phone setting silence unknown calls is already set to no position where I should to not receive unknown calls.

And under Messages I have Message Filtering to filter unknown senders turned on...

so now that I have both of of these turned on why am I still getting unwanted texts at 7:30 in the morning from solicitors with unknown numbers?

Why are both of these filters failing?
