Installing Apps
When I’m about to download an app then it shows payment not complete...I did go to your helpful article about this, I really did what it said but it still does not work

I would advice to do the last step if you have done all the other steps in:
If you can’t download or update apps on your iPhone or iPad – Apple Support
Contact Apple
If you still can't download or update apps on your iPhone or iPad, contact Apple Support.
