There are a couple of cases where Touch ID will not be accepted by macOS:
• If you restarted your Mac, or if you're not logged into your user account.
• If you have not unlocked your Mac for 48 hours.
• If you are trying to unlock Security & Preferences
• If you are trying to unlock Users & Groups Preferences (when FileVault is on)
• If 5 wrong fingerprints attempts

Try a SafeBoot https://support.apple.com/en-us/HT201262
Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc. You can Login and test. Reboot and test —will take a little longer as caches get rebuilt.
Remove existing fingerprint(s) and then add again.
When you move mouse pointer over the fingerprint.
click the “X" to clear.
Add a new fingerprint.
