Billing issue

So my videostar subscription renewed on its own after I added a payment method to my icloud account, I had no money left on the scary and removed it but somehow it still says that I am having billing issues because of the videostar app. I am unable to download any apps without it saying “there was a billing issue” and having me put in my apple ID password in multiple times, how do i fix this?

You have a pending charge on your account, You must add a card that has enough money to pay off the pending charge.
