Stange popup message on Iphone 7 Plus

Just this week I started to get this popup message on Safari 'Do you want to download "2" ?' on my Iphone 7 plus.

I have not clicked the download being afraid it is a scam or something suspicious that could affect my phone.

When it appears the screen is locked until the X is clicked for it to disappear then returns again when opening or viewing another page or profile.

What is it and how can it be stopped and removed.

Scam. Clear your History and Website Data for Safari in Settings, power cycle your iPhone and you should be good to go. This are things that popup from certain websites.
