Can these be turned off? the double finger to move back on a webpage is a terrible ux for me.

Yes. You can make some changes.

Click on the little black apple icon on the left of the top menu bar, and choose System preferences from the drop down menu. Then click on the "Trackpad", and the setting will open for you.
