Is there a way to "include attachments" by DAFAULT in macOS Mail?

I just learned that all my forwarded/replied emails are stripping attachments. I see now that I can manually choose to include these for any specific email, but this is a very error-prone approach.

I can't find a way to include attachments by default, which I can do on my iPhone and iPad.

Am I missing something?

MacBook Air 13″, macOS 11.2

Mark "Include Original Attachments in Reply" under Mail > Edit > Attachments.
