I have 13.6.1 software on my iPad Air 2 and not able to update to 14.4.1. I keep on getting download failed. We do have problems with the internet going in and out. Would that be the problem?

A reliable and fast wifi network with Intenret access is mandatory to update an iPad wirelessly.

That said, I'll take into consideration to update that device using a computer running iTunes (PC) or iTunes/Finder (Mac).

If you don't have a computer, borrow one from your friends, or ask for help at an Apple Store or Authorized Service Provider.
