Family sharing for iCloud storage

I have tried multiple times to set up family sharing to use my 200GB of iCloud storage space. Nothing works. When I try using my iPhone 11, I click on >iCloud >Share with family >Invite Family Members and then I get the "Cannot Complete Action, this action cannot be completed at this time." If I use my MBP, I click on >Family Sharing I get a window from which you click on "Get Started" and I get the same error message as that on my iPhone.
