I am using a photo book application but my photos do not load/upload from library. I also tried to upload from default library in external disc but it doesn't allow to open and upload.
Is the app a separate app, or is it a plug into the photos app. If it is a plugin, it will appear in the projects area of photos.
How are you trying to transfer the images into the app? What happens when you try - any error messages, or screenshots you can provide will help us to help you.
Also what do yo mean by "library in external disk"? What is that, and how are you trying to transfer.
