Hi,
I’ve had AirPods for almost 3 years now but recently I’ve been facing issues with the right AirPod. It makes a shallow static noise and only connects to my device for 15 seconds. I’ve done everything that was recommended by Apple and yet, it still doesn’t work properly. Anyone know what I can do?

It sounds like you have tried a lot of troubleshooting so far. You may have seen this page: If your left or right AirPod isn't working.
If the issue continues, it's likely service will be required: AirPods Service and Repair.
