Siri isn’t consistent about reading or allowing me to voice text my messages automatically, Siri states that I have to unlock my iPhone. I just don’t understand why it doesn’t work all the time.

Check the Siri settings, make sure you have selected “Allow Siri When Locked”.

this would be in settings, under “Siri & Search”.
