Airplay or Screen Mirroring without Internet Connectivity

So after eating up my mobile hotspot allocation while streaming on an RV trip, I need a work around to continue to stream with my unlimited mobile plan but get my video to the big screen of my TV. I need to do this without the Apple TV device being connected to the internet. When I hooked it up on the RV, my iPhone recognizes the Apple TV device, I select it while content is streaming and the icon spins on the TV screen never connecting.

Someone said Airplay requires internet and screen mirroring does not. Could that be my problem? Appreciate all input.

I appreciate the responses but after speaking with Apple support today, the reality is you MUST have the iPhone and the Apple streaming device on the internet if you are streaming data from the web...otherwise the device will recognize your request but the icon will spin and spin on your TV indefinitely and never load content.

A great workaround to no Wifi/Hotspot usage is using your phone's data (I have "unlimited) and connecting the iPhone directly to your TV via lightening to HDMI cable connection. I hope to test this in the next few days.

Any streaming from the internet will eat into you mobile data allocation.

You need to preload (download) the movies onto your iPhone whenever you have reasonable wifi connection. Once the movie is on your iPhone you can Airplay your Apple TV If they are connected to the same wifi hotspot. However if that wifi is the iPhone Hotspot you will probably need to turn off mobile data to prevent the Apple TV inadvertently using it. It might be an idea to set up a separate wifi in your RV that is just for connecting your iPhone and Apple TV - it would not need an internet connection.
