Configure time machine for a network drive

Have spent considerable time trying configure Time Machine to run on a network drive. It always fails when I use get to the stage of tmutil setdestination. I suspect the problem is something to do with the formatting of the network drive, but I am not savvy enough to figure it out. Can someone point me to instructions that are suitable for Big Sur for formatting network drive and configuring it for Time Machine?

No, my setup does not match any of the options suggested by Apple support :(

My modem (ZyXEL) has USB ports that support network sharing, so I am plugging my storage device into my modem. I have also tried using a shared volume on my Windows machine without any luck.

As none of those options are supported, you'll never get it working with any reliability, if ever.
