Belkin USB-C 1GB Ethernet Adapter will not connect to network ....self-assigned IP address

My old Apple USB-A to Ethernet Adapter cable failed so I purchased a new Belkin USB-C to 1G Ethernet Adapter. When I plug it into my iPadPro it never connects to the network. So, I plug it into my MacBook Air's USB-C port and Network Preferences tells me that, "Belkin USB-C LAN has a self-assigned IP address and will not be able to connect to the Internet."


I will assume that the same condition [Self Assigned IP address] is going on with my iPadPro(3rd Gen).


What gives? And, how to I get this working?
