As long as Do Not Disturb is not turned on, the switches that you are referring to, Always and While iPhone is Locked, do not matter. If Do Not Disturb is not turned on, you should receive all notifications no matter which one of those is checked. The only difference may be if you have Silence Unknown Callers turned on in Settings>Phone, or if you have an Apple Watch paired to the iPhone. It would receive the notifications if you are wearing it and the phone is locked.

If Do not Disturb is OFF the silent when locked switch is ignored. That’s why you can’t uncheck it; the setting of the switch is MEANINGLESS. If you want to uncheck it turn DND ON and check Always, then turn DND OFF. That will remove the check mark from While Phone is Locked and will instead show a check after Always. One of those must be checked all the time. But you will notice that it will not silence calls Always even though it is checked, because both of those entries are IGNORED if DND is OFF.
Go to Settings/Accessibility/Face ID & Attention. If Attention Aware Features is ON then when the phone recognizes your face it lowers the ringer volume and other alert sounds whether the phone is locked or unlocked. If you don’t want this to happen turn it off.
Something else to try: Settings/Accessibility/Face ID & Attention and check the setting for Attention Aware Features.
As has already been said on this page, “Always” and ‘While Phone is Locked” are both disabled when Do not Disturb is turned off, so they have nothing to do with your issue.
Check the mute switch on the left side of the phone above the volume buttons; it should be towards the screen. Also press the Volume Up and verify that it shows the volume slider.
Then go to Settings/Phone and turn off Silence Unknown Callers.
i turned off silence unknown callers and it solved my problem. i am getting calls now. thanks
If you have an Apple Watch, notification appear on the Watch. Where are you seeing this information about the phone being silenced always or when it is locked? I'm sorry, but are you referring to Do Not Disturb? Again, those settings do not come into play unless Do Not Disturb is turned on.
The fact that the phone will ring when it’s unlocked, but give me zero sound once it’s locked is what the issue is, and oddly seems to stem from the do not disturb option.
True. Try an experiment. Turn on DND, change the setting to Always, and turn off DND. Does your phone now not ring at all?
Do you have an iPad that you forward calls to? Does it ring?
I have an Apple Watch paired to my phone, but I would also like to be able to have my phone ring when it’s not on vibrate or silenced.
I used to be able to have this feature, then one day it just disappeared.

I do have an Apple Watch, and haven’t had issues until the last couple of months with my phone actually ringing.
where I’m at right now - the phone does ring or vibrate unless it’s unlocked.
my DND is off on the phone, and all notification options are on for most everything.
what I’m seeing in my settings is this “silence: always or while phone is locked” and I can’t seem to get around it.
I have seen that above - however, there is no other explanation for this specific issue.
yes, the vibrate switch is on (I know how to use that) and the volume on the phone is also on (I’m also aware how to to do that)
im also not interested in silencing unknown callers, as this is both a business and personal phone, so I need to hear the phone ring from non contact numbers.
I’m actually reasonably techy - which is why I’m reaching out on a last resort forum.
