I am trying to set up new iPhone 11 directly from iPhone 5s. It appears to be stuck on

setting up your Apple ID - should I start again as it’s been going for half an hour and there isn’t a lot of data to transfer?

Is it simply downloading all the apps? It needs to get them fresh from App store and wifi speed will affect it as well as App Store server status.
