Stuck on setting up apple I'd during new phone transfer

I was activating my iphone 8 and during the transfer (where the phones have to stay next to each other) my new phone has been stuck on "setting up your Apple ID" my old phone is stuck on "Finish on New iPhone". Its been an hour, what should I do? Thanks!

Force restart the iPhone 8 as follows:

Press and quickly release the volume up button
Press and quickly release the volume down button
Press and hold the top button until the Apple logo appears
