setting up new ipad air 5th generation

Trying to tranfser data from old ipad air to new ipad air but stuck on Setting up your Apple ID for hours. Tried turning it off and on but still stuck on same page Setting up your Apple ID. Old Ipad says "Finish on New Ipad and is stuck on this as well

If Something has stalled during the transfer process, a forced restart may be necessary:

On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
On other iPad models: Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.
