Update Apple ID setting isn’t working

I transferred my data and contents to my new iPad 8th generation from an older iPad Air. When the transfer was complete, I was completing the final step of updating my Apple ID settings. According to the words presented on the page, there are other services that require me to log in with my Apple ID to complete the process. I entered my Apple ID password and it took it and then the spinning graphic appeared. After more than an hour, the spinning graphic is still there. Has anyone else had this problem and how long should this process take?

Try completely shutting down the device for a few minutes. Then restart and skip setting up the Apple ID. Finish setting up the device and then set up the Apple ID.
