Update apple id settings

I recently transferred my data to a different iPhone and it has asked me too update my apple id settings, I click continue and I sign in to my apple id. I then click done and the loading circle appears next to the continue button. I left it for about an hour and it is still turning. How do I fix this?

I recently updated to Ventura 13.1, and after the update, the system settings app is asking me to "Update Apple ID Settings" for the Apple ID "(null)" because "Some account services will not be available until you sign in again." Entering my regular Apple ID credentials (which is successfully logged into in the settings Apple ID page) is accepted for this requested update, with no error, but it doesn't clear the warning. I've tried removing the plists for the Apple App Store in the Library and rebooting, thinking that might be related, but that doesn't fix it. I also tried hitting the button in the App Store for "Reset all warnings for buying and downloading", also to no avail. What else can I try? It looks like it's trying to set up iCloud, but I don't store anything on iCloud (although maybe my keychain is backed up there?), so I don't really care much about that, but I would like to get rid of the warning.

Try completely shutting down the device for a few minutes. Then restart and skip setting up the Apple ID. Finish setting up the device and then set up the Apple ID.
