I am no longer able to text from my iPad to an android device

You must explicitly enable/verify Text Message Forwarding for your iPad is enabled on your iPhone.
On your iPhone:
Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your iPad from the list of devices.
Also ensure that Messages in iCloud is enabled on both your iPhone and iPad:
Settings > [Your Name / AppleID] > Messages - set to ON

I am not allowed to talk about this though but you won’t be able to do that anymore as Android increased its security with its new UI 3 Android 12 that won’t allow you to text from your iPad to Android using internet

The built-in Messages app. If you have text message forwarding enabled on your iPhone, you can send an SMS from your iPad or Mac using the Messages app. Read the article I linked to for further information.

The last time what happened? I don't have any problems texting people with Android phones from either my iPad or Mac using the built-in Messages app. I don't use any third-party messaging apps. Did you mean to ask this question of the original poster?
Nope last time in another discussion 💬 The person was talking about the app Skype and not about the messages app I went all way through when he said I am talking about Skype. So to be confirmed and not repeat the same mistake I was confirming.
