Mail fetch/push regardless of settings

A couple weeks (maybe more) now I am hearing the “Ding” notification upon opening apps that have nothing to do with Apple Mail app. Settings for all of my email accounts are individually set to “Manual” for receiving emails, and Push/Fetch is set globally for “Manually”, because I don’t want any data activity that I don’t initiate, much less a “Ding” every time I pick up my phone.

An Apple tech helped me this AM via chat and we tried setting to “Automatically” , restart phone, switch setting back to “Manually” , restart again, but this was not successful.

I’m concerned and I feel like my phone doesn’t respond to my settings. It is also annoying. iOS 14.4.1
