hi, my phone had a weird glitch and all my apps became highlighted. they changed colors to gray and i would like to know if it is hacked

No. Your iPhone is not hacked. Has your iPhone returned to Normal colors? If not then Shut Down your iPhone and then start it back up again. See whether that resolves the grayscale color issue.
