I have an iPad I just enrolled in DEP. When I try to push out an app, I get a message "App Installation: Sign into iTunes to allow "mdm name" to manage and install apps. My MDM is Airwatch/Workspace One. I've never seen this message on any other iPad previously.

It sounds like you're pushing normal App Store apps or you're out of VPP licenses. Make sure the apps you are pushing come from the Apple Business/School Manager portal and have enough licenses in your MDM. You cannot simply add the licenses using your MDM, you must also acquire them in the portal.
